Hi Anthony,
I love that you used the word, "Tool". You must be about 10 years old. Anyway, things like Project Graduation are short term fixes for a bigger problem at US high schools. You don't set up a secret location and keep kids at a hotel just to prevent them from drinking and having sex. You educate them througout the school year and hope that as you set them off into the real world they can make grown up decisions.
What the educational system in the US is doing by setting up these Project G. things is postponing becoming an adult. If you don't educate and teach high school students not to get drunk and drive fast after prom, and they get away with it in high school, they'll just do the same thing in college. When you're trying to fix things, cultural things in the US, you don't apply a band-aid, rather you aim for a real solution.
I hope I'm not being too much of a "tool" for offering an opinion on Project Graduation.
