[Gen. Discussion] Handicapped Parking Space with ID Number

I have a handicapped parking space in front of my home and it has my Placard ID Number on it.
When I first got the space a few years ago, other people with handicapped placards would park there. I live just off Anderson Avenue, so this happened quite often because of the shopping area. It was frustrating because my landlord was nice enough to allow the parking space in front of his home, but if I couldn't park there, it defeated the whole point of having it.
I was told by the police that I could prevent other people with placards from using the space if I had my Placard ID Number added to the handicapped parking sign. I did that and the problem was solved.
However ...
Twice within the last month, I had to call the CP Police Department because someone was in my space and BOTH TIMES, I was told by the officer that ANYONE with a handicapped placard could park in the space, even though it was designated for my Placard ID Number.
This makes no sense to me. Why put an individual Placard ID Number on the sign in the first place if anyone with a placard can park there if they want to? I explained to the officer that it was the CP Police Department that advised me to get the personalized parking space in order to prevent other people with placards from parking there, but he didn't care. He told me that anyone with a placard can park in any handicapped space, even if there's an ID Number on the sign.
So ... does anyone have any information about this? Has the law been changed? Are "personalized" handicapped parking signs no longer valid? I don't know who to contact about this and if the officer is wrong, how do I get the CP Police Department to enforce the law if the guy on the phone refuses to acknowledge that a law has been broken?
Any suggestions?
