I am also having serious problems with police sites. Hotmail has even posted email failure notices to me when I have emailed police personnel. It probably has to do with information overload, causing the police to divert attention onto what is considered to be more important issues, and also technical problems with the (unstable?) internet. I'd leave it a while, then a try again later.
