I'm rusty on borough ordinances, but if I remember correctly there is a noise ordinance that loud vehicles (and motorcycles) are prohibited. Of course, not all motorcycles are so loud (and they can't go faster than 25 MPH without speeding anyway, so they shouldn't be winding up... hmmm... ticket for speeding and for noise!), so it's only the ones that are made to sound "bad."
There are start/ stop times for construction and contractors. They just can't be hammering or operating something like a wood chipper at 5 AM. But more than that I'm not sure of. Your best bet is to call the Borough Hall and ask. If you have a specific problem, call the police and they will help you.
I WISH the Borough would put all of its ordinances on a WEBSITE like other municipalities do!!!
