Branch on Palisade Avenue

I just wanted to point out that there is a branch on a telephone phone wire on Palisade Avenue right by Public School #3. It has been up there for over a year. Not even Hurricane Floyd was able to bring it down. I know it has been up there for over a year because I passed by almost everyday, how it got up there I don't know.
