funding for new "towne center" in cp

i would like to know where the planning board and the city council is going to get the money for the towne center.how are the residents going to benefit by having an 11 story building in the middle of town?
the state of NJ has a wage freeze and cut backs and are looking for new money by raising taxes.
is the developer going to fund it? are the residents going to pay for it? we are talking 40 million dollars in a resession period. who is going to be the winner. let me guess...
